Resigning from the technical board

This is no longer in my interests and there is obviously large disagreements with myself and the IRCv3 working group, so I will resign from this position and any future IRCv3 workings.

I wish the group good luck moving forward.

I'm not sure if there is anything else to be removed in this PR, feel free to remove anything I've missed.
