Using containerd when container mode is Windows with DockerCE #1121

What feature do you want to see added?
For performance issues, I want to be able to use containerd instead of dockerd when I'm using the Jenkins Docker plugin on a Windows host a windows container mode (DockerCE, no Docker Desktop, no WSL, no VM).
