Jupyter Releaser

For now we have to stick to making manual releases.

Manual releases are error-prone as it's easy to miss a step or make a mistake.

We should look into making sure the repo is compatible with the jupyter releaser.

A good first step would be to add the `check-release.yml` workflow and make sure it passes.
