Add documentation for `kci` commands

Provide documentation for the kci commands introduced for the new KernelCI API.
The implementation of the commands can be found here.

I think we need to design and implement the commands properly as well. Maybe this issue should be part of a bigger one about fixing the whole kci command line tools.
