Bump autoscaler to v1.33.1 / v1.34 once available #12704
Description
We should bump autoscaler to v1.33.1 / v1.34 once available in CAPI & CAPV to use regular versions that contain the "scale to 0" and the v1beta2 fixes.
In the meantime we are going to use autoscaler versions from their main branch:
