Fill SYCL gaps

Fill gaps in RAJA SYCL back-end support:

• Unsupported features: sort, scan, etc.
• Verify testing coverage matches other back-ends.
• GitLab CI testing on corona (using compiler we build)
  - [ ] Make job to periodically build new version of compiler
• Address any gaps in SYCL user documentation
