Issue with ABR switching to highest variant available

Hi All,

I am testing HLS playback using flash chromeless player. I have the download speed 65Mbps and upload speed 62Mbps. Despite enough bandwidth, I am seeing following issues

1. Playback will not switch to 5Mbps variant most of the times even when there is enough bandwidth available
2. Playback stays at max of 3.6Mbps and falls back to lower variants at times

System SPEC:
Windows-10 latest patch, HP laptop - i7 processor, 8GB Memory, Chrome browser-72.0.3626.109-64-bit

Has anybody seen similar issue? Any directions will be appreciated.
