Feature Request - Low battery alerts for solar repeaters

Hi Guys,

I have a solar repeater that I'm planning to use with Meshcore and I thought this would be a cool feature...

-Have the repeater send out a low battery message to the specified node at different percentage levels..

Example:

When the battery gets to 60% you get sent a message like ( "Repeater name" 's battery is now below 60% )

Then have the same for say 50% 40%, 30%, 20%...

CLI commands could be?

LB recipient (who the message gets sent to)
LB Enable / LB disable (turn it off and on)
LB Test (Send a LB test Message so you know its working)

It would be handy to know if there is Bird Shit on your solar panel :)
