Dev Build broken in MacOS Tahoe

• Getting an error like: "missing LC_UUID load command in..."
• Looks like there's a patch for this at: [6.5.0] Fixes for using recent Xcodes and macOS 26 bazelbuild/bazel#27463, but it's not in yet
  • I think this will also patch the zlib issue (Mesop Dev CLI failing to build on MacOS Sequoia 15.4.1 #1277)
• Ideally we try to upgrade Bazel to version 8, but it's going to be a nightmare to update it from version 6.4.2
