Cannot import following_accounts.csv (exported from mastodon)

How to reproduce

1. Export following_accounts.csv from mastodon. The format of following_accounts.csv is shown below.

   Account address,Show boosts
   a@example.com,true
   b@example.com,true
   ...
   

2. Import following_accounts.csv to Dolphin.
3. Listed users are not followed.
