MTA Server issues and more

Describe the bug

Server problems that have appeared recently:

1. The server console does not close itself when Ctrl+C. After the message (Closing SQlite3 database) nothing happens.
2. The web server pages (http://serverip:httpport/*) loads endlessly and does not open.

Client problems we have suffered:

1. After saving settings that require a restart, MTA does not open itself.
2. Confirmation of the game without antivirus has no text on the checkbox.
