fix: N1C config size limits should apply to all types of configs #657
Description
Describe the bug
Currently, we limit a compressed archive of all types of instances to 5 MB.
- We document that in a limited location, https://docs.nginx.com/nginx-one/staged-configs/import-export-staged-config/#considerations
- This limit applies in all cases, therefore I think we should move the section to a more appropriate location
