Document Localization

[Hoishin]

It would make sense to localize documentation on nodecg.com, considering the recently increasing interest to NodeCG in Japanese community. Any help would be appreciated.

• It would be pull down menu or something that allows you your language, defaulting to English, and send you to other language version if selected.
• Modifies/relies on URL so that you can link localized version directly.

That link is to Docusaurus v1 and these docs use v2.
It seems though v2 support is almost complete facebook/docusaurus#3325
