Function to add tag programming into Tag Metadata dataframe

these fields in the IMOS metadata form are not available from the OTN tag metadata. however, a PI will likely have these values available to them in the vendor specifications,

it would bice to create a function allowing a PI to fill these values into the dataframe, if they have them available, instead of the default NA
