Adjust resonate to work with the new OTN data format #13

@jdpye

Description

@jdpye

There will be an update to the OTN detection extract format column names, and a new parquet-formatted output, available this summer with the June 2025 data push.

Similar to how we must extend glatos to accept the new OTN data format, we will need to extend all of resonATe's functionality, which does not ingest and convert like glatos does, but deeply depends on column naming and formatting to be the same in order to perform all of its functions.
