Deprecate OONI Run v1

We were originally planning to deprecate OONI Run v1 in January, but we are still seeing traffic towards it.

We should:

• Reach out to people which we see being the originators of OONI Run v1 traffic to have them move to run v2 links
• Monitor logs to make sure the traffic is going down
• Setup a page instructing people how to upgrade their v1 links to v2
• Deprecate v1 in September 2025 and redirect old links to the page on OONI Run explaining stuff
