ofFileUtils - functions path related can return of::filesystem::path

functions that return a path object like ofToDataPath can return of::filesystem::path instead of std::string
when we have a breaking api release (0.12.0)

with this we assure path encodings are preserved end to end,
Maybe it will be possible to make OF work on machines using username in different encodings for example. a recurrent issue in forums.

This is just idea for compatibility (if needed. I think no need like this...).
perhaps is it better to add flag like OF_USE_LEGACY_PATH_WITH_STRING and if this flag is defined and settled to 1 then function returns std::string?

but this makes codes complicated.

second idea is like

#if OF_USE_LEGACY_PATH_WITH_STRING
using ofPathResult = of::string;
#else
using ofPathResult = of::filesystem::path
#endif

this keeps codes clean, and makes codes easy to switching.
but, this hides and obscures correct type.
