Expand Trust Level to WebUI Screens

Ability to set the minimum trust level required for a user to view a particular screen. This should also include settings for Adding, Updating or Deleting, and protect sensitive information from view of other users.

This has been implemented in to the code with some changes by Vaughn. Changes are currently being tested and should be included in the 049 release.
