Feature: run tests individually

@ken-matsui Hello! I wanted to make Replace git2::Exception with Result issue, but when I wanted to add tests, I realized there was no way to run them individually (or i didn't find a way). How would you feel about adding this functionality?
A prototype looks like this:

./build/cabin help test
Run the tests of a local package

Usage: cabin test [OPTIONS] [TARGET]

Options:
      --color <WHEN>  Coloring: auto, always, never [default: auto]
  -q, --quiet         Do not print cabin log messages
  -h, --help          Print help
  -v, --verbose       Use verbose output (-vv very verbose output)
      --coverage      Enable code coverage analysis
  -j, --jobs <NUM>    Set the number of jobs to run in parallel [default: 4]

Arguments:
  [TARGET]            Test target

Looks good to me, as long as the interface is the same as or similar to cargo test.

@ken-matsui Now cabin filters only tests execution, but we could also make it to filter tests compilation. Depending on the test name, this may reduce compilation time. What do you think?
