I don't know if it's documented anywhere, but the copy-mode command with mouse key bindings moves the cursor to where the mouse pointer is. So this should do it:

set -g mouse on
bind -T copy-mode MouseUp1Pane send -X copy-mode
bind -T copy-mode-vi MouseUp1Pane send -X copy-mode

The first binding is for the emacs key-table and the second one is for vi. So choose which one you need.
