Purs-tidy versioning with tags is wrong

Tidy is published as both a library and bin now. The `vX.X.X` tag is now used for tracking the library version, while `bin-vX.X.X` is used for tracking the published bin. These version are now independent and not necessarily synchronized as library changes may not affect the bin.
