Add: linting tools to this package

Let's play with a few options

1. pre-commit + pre-commit.ci bot
2. config for ruff (for linting and format)
3. instructions for setting up vscode to autoformat using ruff

Open a pr that sets everything up.
The one thing to figure out is how to use hatch to run linters. that will be a new-to-us feature using hatch.
