enh: editor guide--Move editor response template to section 3 of the editor's checklist

I'd first like to say how wonderful the Editor's Guide is!

If I may, I'd like to suggest moving the editor response template to section 3. I was confused by its placement in section 2 since the response template presupposes that both reviewers have been found though the reviewers are not found until section 3.

Looking at this, is the problem that the editor should perform step 3 (find reviewers) FIRST and then step two (respond in the issue to the reviewers)?

to me those sections clearly need to be swapped! Is that what you'd like to see changed? If you have the bandwidth - could you please submit a pr with the change?
