I believe the wrangler project has been abandoned. It's last release is from 2014 and I haven't been able to find activity regarding the project online.

(Note - the source code I linked to is a JS package. We will be wrapping this JS executable in Python so it could be installed and from Python package managers. I can update the link once the Python-wrapper is up.)

I've reached out to Springload the owner of the project via email, as well as a few of the contributors from the project, @JoshBarr and @thibaudcolas.
I reached out to Springload on July 1 and just reached out to the contributors today (July 10). - It hasn't been very long yet and I will bump my messages if I don't hear back, but I wanted to get the ball rolling here just in case I don't hear back.
