Attempt to move Mac CI jobs to macos-m2-15 #769

Our mac jobs are currently on macos_15_stable:
It would be more efficient if we were on macos-m2-15. I'm making this an issue instead of just trying it because Mac builds are broken right now. We should try once they're fixed.
