Extend file_coverage to allow faster C file coverage?

I'm trying to get a faster iteration loop on debugging an issue with coverage of a C file, naturally I turned to file_coverage, but it assumes the input is an R file.

I've lost a bit of the context on {covr} so I can't answer definitively. What I had in mind is doing file_coverage('src/foo.c', Sys.glob("tests/*")) repeatedly without needing to instrument all the other C files.

Will the effect of #611 be the equivalent?
