We found the root cause. Which was a bug in the buildDockerEnv function. It has been fixed, but the network in CPH is currently so slow, it doesn't make sense to cache Docker images while we use these nodes.

Currently, there are two paths forward:

  1. Wait for CPH to upgrade the network (which in progress)
  2. Wait for AWS enabled nodes with KVM support (also in progress)

Until either of those two options are available. This PR is blocked.
