Action incompatible with arm based runners, ubuntu and windows

Apparently there is a PR already open at #542 but it would better to have clear ticket for it.

Based on pre-commit/pre-commit#1146 I am inclined to believe that there is no desire to add any options into pre-commit itself for skipping some hooks on unsupported platforms, which basically means that I am facing the unfortunate decision to remove this hook completely till the arm support is back.

While windows support might be something we can live without, a pre-commit hook that does not run on arm platforms, is not acceptable, especially considering the current market share.

For now, I've been setting my actionlint.yaml to:

  labels:
    - ubuntu-24.04-arm
    - ubuntu-22.04-arm
    - ubuntu-20.04-arm
    - macos-14-arm64
    - macos-13-arm64

But would really like to not have to set any config options.
