Add a new generator for binutils content

Binutils have a lot of files that can possibly be generated from the UDB (for eg. sim/riscv/riscv-sim.h). Currently these files are written manually which is tedious and error prone.

**Describe the solution you'd like**
Create a generator like the already existing go_generator.
