New layout for the photon download server

Just wanted to point out that I'm now finished with restructuring the Photon download server, so that we now have official stable dumps for both the current ES and OS version. The country extracts have moved around a bit and they are not available for all countries anymore. I hope that sooner or later people move to creating extract databases from the new JSON dump files because they are much more flexible. As a compensation, there are now ready-to-use continent-wide DBs.

The old file links should remain working for now, although they won't be updated anymore.
