Document handling conflicts in collaborative projects

Came across another nice document
Handling Disagreements in Open Collaborative Projects. It's an essay from an Frank Hecker, an early Mozilla employee that's about how to, well, handle disagreements in an open project in a healthy manner. I found it to be a really interesting read, and could be nice secondary material to go with our code of conduct.

We should start doing this, the topic has been lingering for a while and we did have issues.

i'm curious about this. i think it's a good idea but it also strikes me as something that the @rust-community/moderators should be thinking about. thoughts?
