Request: Terraform Notifications

I would like to see the ability to subscribe to a project's notification (per project or user) to subscribe to a terraform notification when changes are present or have been made on a project. I have things set to auto-approve and scheduled, to keep quorum of our dev/qa environments, but would like to be notified if/when they actually have changes (if that's at all possible in extrapolating the planfile step maybe?)
