Problem: re-running a previously run task no longer checks out, and uses, the latest HEAD of the playbook in github #2969

Issue
When running a task that fails, one would often modify the playbook in the Github repo and re-run the task, using the previously set variables, but updated code.
This no longer works.
While the log does indicate that a new version is being checked out, the old, previous artifacts are still used, rather than the newly checked out ones.
Please fix this.
