Rebuilds: Display/Edit options for project

Add additional settings switches to the project page for the new project options (rebuildOnSoftwareUpdate, autoPublishOnRebuild). Use this text (should be localized):

Title: Rebuild on software update
Description: When the App Builder software used by Scriptoria is updated, rebuild the products of the project that have completed the initial workflow and are not currently being rebuilt.

Title: Auto publish on rebuild
Description: When the rebuild workflow is run, skip the verify and publish step and continue to publishing the app. Send a notification to owner and reviewers that the app was published without being reviewed.
