Install of OpenCoarrys on Spack Failing - Need a release that works with GFortran 15.1.0

Hello,

When installing OpenCoarrays using the latest version of Spack the build is failing.

This new version of Spack supports GFortran 15.1.0, which is what I'm using.

@rouson thinks a new release from the head of the main branch should resolve this issue.

BTW this is on Ubuntu 24.04.2 ARM.

@rouson that version is not available in Spack. Maybe I need to update Spack? I'm currently using
