When a collation tag has syriac in the body, do we mark that as quote?

Because Wright is reproducing the text as it appears on the manuscript, we
do call it a quote and not just a paragraph that happens to be in Syriac.
His English paraphrase, on the other hand, will be just a paragraph, and
not a quote. See below.
