Make auto_explain.log_min_duration + auto_explain.log_nested_statements user configurable (#968)

* enable user definable auto_explain.log_min_duration and auto_explain.log_nested_statements

* bump version for staging test

* bump version

15.1.1.48-auto-explain was duplicated somehow:
