The request is to underline generated/known Tailwind CSS classes (with some kind of decoration). I think the better solution here would be to treat all classes as "this is a Tailwind CSS class" and then emit diagnostics / underline classes that are not otherwise most class lists would be completely underlined.

This PR for this already exists in #1496.
