Add utilization payments

Now that farmers get paid 50% of what's spent to utilize their nodes, it would be nice to show this in Peppermint too.

• In theory, it should be good enough to add up the contract bill reports for a node or all nodes in a farm and divide by 2
• There will be a special case due to the feature being activated, whereby November 2024 is a partial month
• Farmers already got paid for network utilization, so might as well add that in while we're at it

Some progress:

• Tfchain indexer (formerly "ingester") updated to pull in more events, hopefully all that are needed for this feature
  • Testing now over limited time frame to ensure it works
• Initial UI changes are there to display the data
