webgateway as standalone solution

to validate/test the new design with supervisors and coordinators.


- extract rust sal https://github.com/threefoldtech/zosbase/tree/main/pkg/gateway
- integration with opentelemetry / jaeger to enable tracing and monitoring
- can have backends (publicipv4, public ipv6,  mycelium)

> Note public ipv6 can happen only if the gateway deployed on a machine that can route to ipv6
