UseBridge mode

Tor client have configuration to use Bridge mode, in this way the user is going to provide a list of bridges to be used as Guard.

We are using Bridges like EntryNodes, as SAMPLE_GUARDS.
As the user configured to use Bridges looks like it don't wanna to use another kind of guard. Based in this assumption, should we use the algo in the way we are using?

What if we set the machine status to be in bridges mode and to use the bridge list as PRIMARY_GUARDS?

In this case, maybe we don't reach the minimum of primary guards expected so in this case, we can notify the user.
