Messaging Infrastructure Built into Navigator

At the moment the Messenger class exists as its own entity and has its own separate MAVLink connection. It would be much better if the methods contained in Messenger existed inside of Navigator so that not only would it share the same MAVLink connection (reducing reliance on mavlink-router) and would also make sending status messages over MAVLink much more intuitive and cleaner.
