Assigning new lab IDs to labs

Based on the discussion amongst team and Thirumal on 2nd Jan 2018, following decisions were taken :

1. Since all the lab IDs do not follow a consistent naming convention, it was decided that they need to be modified based on a set convention of : discipline acronym followed numerical digits in an ascending order.

2. These lab IDs also include the ones which were given by the respective institutes from the Phase II info sheet. We would be changing those existing IDs based on the above convention for the lab data service database and hence the labs would be referred by the new IDs only in the future for us.

3. A repercussion of the following discussion and decision could be that the institutes might still be referring their labs using their given IDs and they do not agree on changing them in all the places they are using those IDs to refer to their labs.
   [Thirumal] The hosted urls are not changed. They will remain the same, currently the ids contained in the hosted url are not aligned with the existing ids

4. Another repercussion would be on our part where we would have to change all the hosted URLs which are using the existing IDs as well as re port the labs on Open EdX with the new IDs.
   [Thirumal] Yes, this will be an exercise. At least going forward, all the services that depend on the labid are sure that lab id has a convention.

Regarding #3 and #4
a. Would it be appropriate to change the ids shared by them during Phase II without informing them? If we want to change it, we probably should inform them before we modify them in our database
and share it with them so that they can use it appropriately.

[Thirumal] I do not see currently a use case where the lab ids are used by the institutes.

b. Also, since the hosted urls would change we should inform the consortium about the change ( IIT Bombay, Delhi , COEp and probably Amrita would surely have to make changes to their websites) and probably allow both urls during the transition phase before decommissioning the old one.

[Thirumal] The hosted urls are not changed. They will remain the same, currently the ids contained in the hosted url are not aligned with the existing ids.

c. Also, we might want to think about the format of the lab id to accommodate the institute name ( may be XXX#####-AAAA ( XXX being the domain, #### being the number and AAAA being institute name).

[Thirumal] After labs are moved to github, an institute ownership has lost the relevance.

@ALL The labs have been assigned new lab IDs and from now onwards all the labs would be referred with these new IDs only. These have been updated in the Lab Data Service database also. Please refer to Original lab IDs and Modified lab IDs sections for the references.
