for issue where Keyboard focused control is not visible, which WCAG guideline fails

In the image below, there is a download icon button which is visible without keyboard focus, but when it receives keyboard focus, the icon disappears, but other hints are still available, like keyboard focus border and its 'Download' tooltip.

Question:

1. Will it fail any WCAG guideline, given that it has other hints to identify(I guess no, as an alternative is present like a tooltip)\
2. The main reason for starting this discussion is, let's suppose if the tooltip is also not there and only the keyboard border is visible, then will it fail any?

Note: I think WCAG does not cover these cases in any of the success criteria yet, but it's good to know other opinions.
