I think it is merely an omission that the Element Clear command doesn’t fire the change event.

Gecko was patched to fire this in https://bugzilla.mozilla.org/show_bug.cgi?id=1430571.

It should also fire an input event - it is normally called by the browser when user is typing or cuts the text (ctrl+x)

As it looks like contenteditable elements do not fire a change event but only an input event for a change of the inner content. Input elements instead will use both input and change events.

The authorative list of events to fire can be found in https://html.spec.whatwg.org/#events-2, but verifying against monitorEvents(…) in Chrome is a good idea.
