Internationalisation missing

Bullet 6 in the intro says:

Accessibility, Security, and Privacy Considerations: Highlight any accessibility, security, and privacy implications that have been taken into account during the design process.

Internationalisation should also be mentioned.

This is a good callout. Note that I18N has specific instructions/requirements for any such section in our Best Practices here. We don't generally recommend creating special consideration sections--we prefer such things to be in-line in the relevant locations. But there are times when such a section is the most pragmatic approach to a given problem or in cases where putting the considerations inline would detract from the normal flow of the spec.

Our Best Practice is currently about specs, and this issue is about explainers. Often, explainers are a general overview and may not cover all aspects related to i18n in the spec. I think it would be useful to have a summary section on internationalization.
