why mismatched swc-core version of a swc plugin still work for rspack #12319

rspack version: 1.5.8
swc-core version: 18.0

The above still work which makes me a bit confused since it should be mismatched based on https://plugins.swc.rs/versions/range/497

And after I upgrade to rspack version: 1.6.5, it does not work anymore.
