Upgrade Webpack from 3.x to 4.x

No, we ain't hipsters. :) We do want to use latest versions of tools
because migration is inevitable anyway. Besides, Webpack 4 is really
step forward compared to webpack 3. It provides better defaults and
implements, for instance, split chunks feature properly.
