This adds an call to the Era EVM predeploy address when our factories are missing. Ideally the base erc-2470 template should rely on this but we only want it to run on the specified networks.
This should run first and (if not skipped) block further jobs that rely on ERC2470 or Universal Deployer until the sequencer resolve it.

Yea i think it would be a nice addition to the main catapult codebase, can you move the template there? I can do a release

Updated. I also added era-evm-predeploy-xxx as a dependency for most of the existing templates.
I decided not to update the version of everything because for all currently supported chains this job is skipped.
