Open support links on the upsell wrapper inside the Help Center, only in WPAdmin

Fixes DOTSUP-36

Proposed changes:

• Enqueue the wpcom-upsell-support-link-handler script only in wp-admin. The previous PR might have caused a weird bug that made prices disappear under certain circumstances.

• To test on Simple, run the following command on your sandbox:

Anyway, I think we can remove this script and revert #44199 altogether, if you add the data-target="wpcom-help-center" attribute to the support link in wpcom (see Automattic/wp-calypso#104172).
